What Does It Do?[]

The purpose of this bill is to specifically phrase "individual, private setting", so that it can be applied in situations that require informed consent.

What Are the Politics?[]

Pros[]

This would require people to be in a more private setting, in order to learn more about a consent situation, and to be properly informed before making a consent decision.

Cons[]

Many critics of this bill were concerned with the House Committee Substitute, and that it would add an unnecessary barrier to safe and legal abortions. In addition, ACLU of Kentucky Director Derek Selznick was quoted saying, "thousands of Kentucky families don't have ready acces to high-speed internet necessary to use live, real-time communication services..."

Major Changes During Process[]

House Committee Substitute -- establish that a face-to-face meeting may occur over real-time video meetings. In addition, this substitute would also require a medical consultation between a pregnant woman and a physician prior to an abortion.

House Floor Amendment 1 (Hoover, Jeff) -- Delete Section 2 and Section 3 of the bill, which was passed and the sections no longer exist.
